Ukranian’s steps towards the implementation of the European REACH (UA-REACH) on the Safety of Chemical Products
On July 23, 2024, the Ukrainian government adopted the Technical Regulation on the Safety of Chemical Products, known as UA-REACH.This regulation aligns with European Union standards and aims to enhance chemical safety within Ukraine. It introduces mandatory registration and establishes a framework for the management of chemical substances to protect public health and the environment.
The background started in December 2022, when Ukraine enacted the legislation titled 'On Ensuring Chemical Safety and Management of Chemical Products'. This law served as the foundation for establishing a national chemicals management system modeled after European standards and lays the groundwork for subsequent actions, including the adoption of two significant EU technical regulations: CLP (Classification, Labelling, and Packaging) and REACH. The CLP Regulation was already approved on May 10, 2024.
Alignment with European Union Standards
The UA REACH regulation is designed to align Ukraine’s chemical safety measures with the stringent standards set forth by the European Union. This alignment serves as a foundation for establishing common frameworks that govern the production, use, and management of chemical substances.
By adopting regulations similar to the EU’s REACH, Ukraine aims to strengthen its legislative framework. This not only facilitates the movement of goods within the EU market but also assures international partners of the safety and reliability of Ukrainian chemical products.
Key Components of the UA REACH
The UA REACH encompasses several fundamental elements that aim to ensure the safety and regulation of chemical products within Ukraine and not only in during the industrial processes but also those used in everyday life (detergents, paints…). These components focus on registration, classification, evaluation, and the responsibilities of various market participants. All chemical substances manufactured or imported in quantities of one tonne or more per year will be required to be registered.
