Candidate List Updated with 4 New Hazardous Chemicals
The Candidate List of Substances of Very High Concern (SVHCs) now contains 223 entries identifying chemicals that are potentially harmful to human health and the environment.
You can consult the complete list here, but let us explain to you a little more about the 4 recently added substances, their characteristics, identification number and the reasons for their inclusion.
Hazardous chemicals added to the Candidate List
- •6,6'-di-tert-butyl-2,2'- Methylenedi-p-cresol (EC 204-327-1 CAS 119-47-1), used in rubbers, lubricants, adhesives, inks and fuels, and considered toxic for reproduction (Article 57 c).
- •Tris (2-methoxyethoxy) Vinylsilane (EC 213-934-0 CAS 1067-53-4), which may be used in rubbers, plastics and sealants, and which is also considered toxic for reproduction (Article 57 c).
- •(±)-1,7,7-trimethyl-3-[(4-methylphenyl) methylene] bicyclo [2.2.1] heptan-2-one covering any of the individual isomers and/or combinations thereof (4-MBC)), used mainly in the composition of cosmetics, which are now considered to contain endocrine disrupting properties (Article 57 f - human health).
- •S-(tricyclo(5.2.1.02,6)deca-3-en-8(or 9)-yl O-(isopropyl or isobutyl or 2-ethylhexyl) O-(isopropyl or isobutyl or 2-ethylhexyl) phosphorodithioate (EC 401-850-9 CAS 255881-94-8), used in the fabrication of lubricants and greases, and included as Persistent Bioaccumulative Toxic (PBT) (Article 57 d).
Obligations resulting from inclusion of SVHCS in the Candidate List
Companies that are importing, producing, selling, or using substances, their mixtures or articles (components, materials) containing SVHCs may have legal obligations which are effective from the date of inclusion:
- •Inform customers and consumers under REACH of articles which contain substances on the Candidate List in a concentration above 0.1% w/w.
- •Notify ECHA under REACH.
- •Requirement to notify ECHA under the Waste Framework Directive (SCIP Database).
- •Providing Safety Data Sheets for substances on their own and substances in mixtures containing SVHCs.
Taking into account this battery of legal obligations, it is very important for companies to be attentive to the Candidate List updates for two reasons: on the one hand, to comply with the requirements that we have just seen, taking into account that the list adds new SVHCS regularly. And on the other hand, it is very usual that a substance that is included in the Candidate List may be placed on the Authorization List in the future, and companies should explore new substances to replace them.
