On 16 June, the European Commission adopted Implementing Decision (EU) 2025/1175, laying down provisions for the implementation of Regulation (EC) No 1223/2009 as regards the glossary of common names of ingredients for use in the labelling of cosmetic products.
The new decision updates the glossary of common names of ingredients that must appear on the labels of cosmetic products, consolidating more than 30,000 revised entries into a single document. With this publication, the European Union seeks to strengthen transparency and safety in relation to cosmetic products.

This harmonised glossary becomes a key tool for ensuring the clear and consistent identification of ingredients in all European Union countries.
Article 19 of Regulation (EC) No 1223/2009 stipulates that all cosmetic products marketed in the EU must include a list of ingredients on their labelling using common names defined by the Commission. The adoption of this new decision means that businesses will have to review and adapt their labels to comply with the new requirements before the implementation schedule comes into force.
Furthermore, this regulation not only affects cosmetics, but also related sectors such as detergents and other products that use similar chemicals.
Companies in the cosmetics and related sectors have 12 months to adapt their labels. The new list of ingredients will be mandatory from 30 July 2026 , although manufacturers can implement it in advance, thus facilitating a more strategic and orderly transition.
