It is official already: The postponement to 2021 of the harmonised European format for notifications

Last 10th January 2020, was published the definitive text of the Regulation (EU) 2020/11 (shall apply from 1 January 2020) which amends the Regulation 1272/2008 (CLP), specifically the Annex VIII. This annex refers to the harmonised information necessary to provide a sanitary response in case of emergency and the preventive measures.

The main changes done in the text are the following:

Postponing harmonised rules for poison centres notification one year.

The new compliance dates are as it follows:

  • 1st January 2021: submit information on hazardous chemical mixtures for CONSUMER and PROFESSIONAL use.
  • • 1st January 2024: submit information on hazardous chemical mixtures for INDUSTRIAL use.
  • • 1st January 2025: end of transitional period, all the previous notification done by the national procedures shall be harmonized (according to European process).

The regulation text has been amended as follows:

  • • in Article 25, paragraph 7 is replaced by the following:
    7. Where under Annex VIII the submitter creates a unique formula identifier, it shall be included in the supplemental information on the label in accordance with the provisions of Section 5 of Part A of that Annex.
  • • in Article 29, the following paragraph is inserted:
    4 a Where under Annex VIII the submitter creates a unique formula identifier, the submitter may, instead of including it in the supplemental information on the label, opt to show it in another way permitted by Section 5 of Part A of that Annex.
  • • Annex VIII is amended as set out in the Annex to this Regulation.
