Adaptation of the GHS in Brazil

How is GHS implemented
in Brazil?

The Brazilian Standard ABNT NBR 14725:2023 “Produtos químicos - Informações sobre segurança, saúde e meio ambiente - Aspectos gerais do Sistema Globalmente Harmonizado, classificação, FDS e rotulagem de produtos químicos”, adopts the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) in order to protect the health of workers and the environment.

What is ABNT NBR 14725:2023?

Brazil adopts the seventh edition of the GHS through the ABNT NBR 14725:2023 Standard.

The ABNT NBR 14725:2023 Standard entered into force on July 3, 2023 and is mandatory for chemical substances and mixtures from July 4, 2025 after the end of its adaptation period. This Standard consolidates the previous ones into a single regulation for greater simplicity: NBR 14275-1: Terminology, NBR 14275-2: Hazard classification system, NBR 14275-3: Labeling and NBR 14275-4: SDS/FISPQ.

The main body responsible for developing the standards for applying GHS in Brazil is the Associação Brasileira de Normas Técnicas (ABNT), which together with the Ministry of Labor and Employment (MTE), Agência Nacional de Vigilância Sanitária (ANVISA) and the Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (IBAMA), apply it in different areas.

The ABNT NBR 14725:2023 Standard applies to hazardous chemical products in general, although the following product categories are excluded: radioactive products, chemicals in formulation phases or for research use, narcotics and psychotropic, pharmaceutical products and gases with medical uses, disinfectants, pesticides and fertilizers, cosmetics, food products and their additives, waste products and explosives.

What are the most relevant points of ABNT NBR 14725:2023?

  • Both the SDS and the label must be in Brazilian Portuguese.
    • The emergency phone number in section 1.4 must be available 24 hours with local Brazilian service.
  • The SDS should follow the 16-section format.
  • As for the SDS, the term Ficha de Informações de Segurança de Produtos Químicos (FISPQ) is replaced by Ficha com Dados de Segurança (FDS) in order to harmonize with the global term.
  • The hazard class Flammable gas category 1, is now subdivided into the categories:
    • Flammable gas 1A (includes pyrophoric gases, chemically unstable gases A and chemically unstable gases B)
    • Flammable gas 1B
  • The categories Hazardous to the ozone layer, Non-flammable aerosols, Reproductive Toxicity and the Physical Danger of Desensitized Explosives are added, which is divided into four categories according to the corrected Burning Rate (Ac)::
    • Category 1: Ac ≥ 300 kg/min and ≤ 1200 kg/min
    • Category 2: Ac ≥ 140 kg/min and ≤ 300 kg/min
    • Category 3: Ac ≥ 60 kg/min and ≤ 140 kg/min
    • Category 4: Ac < 60 kg/min
  • The danger Serious eye damage/eye irritation category 2, is subdivided into:
    • 2A - Eye irritation
    • 2B - Moderate and reversible eye irritation
  • The danger Respiratory or skin sensitization, is subdivided into:
    • Category 1A
    • Category 1B
  • The Acute Toxicity Estimate (ATE) for Acute Toxicity Category 4 (inhalation, gases) is updated to 2500 < ATE ≤ 20000.
  • Particle characteristics for solid products must be declared in section 9 of the SDS.
  • The precautionary statements and concentration limits were updated.
  • Regarding the minimum requirements of the labeling for dangerous products, it must include: identification of the product and supplier, pictogram (minimum size> 1x1 cm2), warning words (use only “danger” or “attention”), H phrases (maximum 6 phrases), P phrases and emergency contact number of the supplier.
    • Products not classified as dangerous must have the information: identification of the product and supplier, plus one of the following phrases: “Not classified as dangerous according to the ABNT NBR 14725” or “Not classified as dangerous according to the UN GHS”.
    • For small containers ≤250 ml, the product identification must be placed compulsorily next to the name and emergency telephone number of the supplier. The rest of the information can be included on drop-down labels, hangers, brochures or intermediate packaging.
    • The label may contain a QR code to access the information of the SDS.

What other chemical regulatory requirements apply in Brazil?

  • Brazil's Chemical Substances Management Law No. 15.022 (similar to REACH) was implemented on November 15, 2024. Chemical products with an annual production or import volume of more than one ton, must complete a register with the aim of creating a national inventory of chemical substances. It is estimated that the registration system will be opened at the end of 2027 and there will be a pre-registration deadline until the end of 2030. The so-called ”REACH of Brazil" allows foreign manufacturers to hire local entities as their representatives. It is governed by the Brazilian National Chemical Safety Commission (CONASQ).
  • The transport of dangerous goods in Brazil is under Resolution 5.323 of December 14, 2016, based on the nineteenth revised edition of the United Nations Model Regulations. In addition, Brazil belongs to the Southern Common Market (MERCOSUR), which has specific regulations.
  • Pesticides are governed by Law 14.785/23 of December 28, 2023 and are regulated by the Ministry of Agriculture, Livestock and Supply (MAPA), ANVISA and IBAMA.
  • Cosmetics are regulated by the National Health Supervision Agency (ANVISA) under Regulation RDC 907/2024 published on September 23, which establishes the definition, classification, technical requirements for labeling and packaging, parameters for microbiological control, as well as the technical requirements and procedures for the registration of personal hygiene products, cosmetics and perfumes.
  • Detergents are governed by Resolution N° 989 published on August 15, 2025 under ANVISA, which establishes the regulation and classification of disinfectant products, according to the risk they pose to health.
