ECHA has announced that, starting on 1 July 2026, the Classification and Labelling Inventory will include the names of companies that have submitted C&L notifications. This measure reinforces the transparency obligations introduced in the most recent amendments to the CLP Regulation.
The European Chemicals Agency (ECHA) has confirmed that it will begin publishing the names of submitters who have previously provided substance classification and labelling information. This update will also apply to group notifications, in which case the name of the lead submitter will be displayed, as well as to situations where classification information originates from REACH registrations, with the publication of the corresponding registrant’s name. As we mentioned in our news article on the new amendment to the CLP Regulation, Regulation (EU) 2024/2865, the evolution of the regulatory framework points toward greater public access to the information included in the C&L Inventory.
Companies that consider the publication of their name to pose a commercial risk may request confidentiality. To do so, they must adequately justify this risk in the relevant IUCLID dossier. ECHA has reminded stakeholders that such requests must be submitted before 30 June 2026, the deadline to ensure that the names are not included in the scheduled update. To support the process, the Agency has published IUCLID tutorials specifically focused on the submission of these confidentiality requests.
Given the imminence of this change, companies are encouraged to review their previous notifications and assess whether a confidentiality request is necessary. The analysis should consider both their own commercial interests and any potential impacts on third parties, in line with ECHA’s justification requirements.
