Introduction of 22 new harmonised classifications and amendment of 10 existing ones

EU Delegated Regulation 2025/1222 (ATP23): Update of harmonized substance classifications El Delegated Regulation (EU) 2025/1222, ATP 23 (Technical Adaptation to Progress), introduces changes to the CLP Regulation on the classification and labeling of hazardous substances. This new text includes 22 new harmonized classifications and modifications to 10 existing classifications. These changes will apply to industrial, professional, and consumer products across various sectors that contain these substances in their formulation.

Context of delegated regulation(UE) 2025/1222

To enhance the safety of people and the environment, chemical regulations in the European Union are continuously updated. Delegated Regulation (EU) 2025/1222 ensures that the European regulatory framework remains aligned with current and emerging risks related to certain chemical substances.

Main changes included in ATP 23

• Introduction of 22 new harmonised classifications of hazardous substances aligned with their corresponding risk levels to provide a clearer framework for manufacturers and importers. These new harmonised classifications correspond to the following index numbers:

• Amendments to 10 existing classifications of substances that previously had a harmonised classification and have been updated by a new one. These amended harmonised classifications correspond to the following index numbers:

601-027-00-6, 616-145-00-3, 015-012-00-1, 602-025-00-8, 615-008-00-5, 613-045-00-1, 613-044-00-6, 607-231-00-1, 616-211-00-1 y 616-212-00-7.

Keys dates of the Regulation

Although it was published on June 20, 2025, it will enter into force 20 days after its publication and will become mandatory as of February 1, 2027 when compliance with the text of ATP 23 (2025/1222) will be required.

Those responsible for placing a product on the market must comply with the new regulatory requirements within the established timeframe, keeping their products properly classified.
