On December 25, 2025, Japan took a key step towards international harmonization by officially publishing the JIS Z 7252:2025 and JIS Z 7253:2025 standards, aligned with the ninth edition of the Globally Harmonized System (GHS).

In Japan, proper communication of chemical hazards is regulated by three fundamental laws that ensure industrial safety and environmental protection: the Poisonous and Deleterious Substances Control Law (PDSCL), the Industrial Safety and Health Law (ISHL) and the Pollutant Release and Transfer Register Law (PRTR).

To comply with these regulations, companies must apply the Globally Harmonized System through two key standards, which form the backbone of Japan’s chemical safety management system. With the publication of the new versions, significant changes have been introduced:

  • JIS Z 7252:2025 – Classification of chemicals
  • Defines how to classify chemicals according to their physical, health, and environmental hazards. Key updates include:

    • Redefinition of the structure for explosives, shifting from a transport-based system to a use-based system.
    • Introduction of a new category (1B) for flammable gases and reorganization of subcategories.
    • Addition of a new class for “chemicals under pressure”.
    • Inclusion of in vitro and ex vivo methods for skin corrosion and irritation classification, promoting non-animal testing approaches.
  • JIS Z 7253:2025 – Hazard communication.
  • Regulates how to communicate hazards through labels and Safety Data Sheets (SDS). Main updates include:

    • Revision of the title and annexes to reflect the latest GHS hazard statements.
    • Greater flexibility in precautionary statements.
    • Update of transport information, aligning with ISHL ordinances.

The new standards will become mandatory on December 25, 2030. Until then, a five-year transition period has been established during which the previous versions (JIS Z 7252:2019 and JIS Z 7253:2019) will remain in force. This timeframe allows companies to adapt their classification, labeling, and SDS processes.
