The Philippine Inventory of Chemical Products and Chemical Substances (PICCS) is a comprehensive list of all chemical products and chemical substances found in any of the activities carried out in the country: imports, transportation, storage, among others.

PICCS was created with the aim of providing the government, industry, and the general public with a detailed inventory of all chemical products and chemical substances present in the country. This inventory serves as an essential guide for manufacturers and importers of chemical products, who are themselves responsible for adding new substances. If a substance is already listed, notification or authorization by the Department of Environment and Natural Resources (DENR), is not required, except for substances included in the Priority Chemical List (PCL) or subject to Chemical Control Orders (CCO).

The first PICCS was published by the DENR in 1995 and is updated annually, including new chemical products that have complied with the Pre-Manufacture and Pre-Importation Notification (PMPIN) Standards and Regulations.

On January 22, 2025, an Administrative Order (DAO 2025-09) was published, which includes the addition of 96 new chemical products in the fiscal year 2022 and 65 in the year 2023; this order came into effect on February 6, 2025.
