Peru has approved the Regulation of Legislative Decree No. 1570, which develops the Law on the Integrated Management of Chemical Substances and establishes a new mandatory framework for the management of hazardous chemical substances. The regulation introduces relevant changes for manufacturers, importers and other operators active in the country.
Through Supreme Decree No. 005 2026 MINAM, published on 8 April 2026 in the Official Gazette El Peruano, Peru has approved the Regulation of Legislative Decree No. 1570, which approves the Law on the Integrated Management of Chemical Substances (GISQ).
The regulation establishes a national and cross cutting regulatory framework for the management of hazardous chemical substances throughout their entire life cycle, strengthening risk prevention, traceability and regulatory control.
The objective of the regulation is to protect human health and the environment, moving beyond the previous sector based approach and adopting an integrated risk management model. Through this regulation, Peru aims to improve hazard communication, regulatory decision making and the alignment of the national framework with international standards and practices.

The regulation enters into force on 9 October 2026, six months after its official publication.
However, the regulation provides for progressive transition periods for the application of certain obligations, in order to allow companies to gradually adapt their processes for classification, labelling, safety data sheets, registration and management of chemical substances.
The new regulatory framework applies to all natural or legal persons, public or private, that manufacture, import, distribute, market or use hazardous chemical substances within Peruvian territory.
The approval of this regulation represents a structural change in chemical regulation in Peru, aligning the country with international regulatory frameworks and strengthening control over hazardous chemical substances. Companies operating in the Peruvian market will need to review their compliance with GHS requirements, substance inventories, SDS and labelling, as well as anticipate future regulatory obligations.
