Russia adopts a new technical regulation on the safety of chemical products

Russia has approved a new Technical Regulation on the Safety of Chemical Products that establishes new requirements for classification, labelling, safety data sheets and state registration, with a phased implementation through 2033.

The Government of the Russian Federation has adopted Resolution Nº688 of 3 June 2026, approving a new technical regulation applicable to chemical products placed on the Russian market. The regulation establishes requirements for the management of chemical substances and mixtures, including hazard classification, labelling, preparation of safety data sheets, notification of new chemical substances and state registration procedures.

The new regulation establishes a harmonised framework for the management of chemical substances and mixtures in Russia, defining the requirements that chemical products placed on the market must meet. In addition, it aims to strengthen the protection of human health and the environment through the introduction of notification, evaluation and registration procedures, as well as regulatory control mechanisms applicable throughout the entire supply chain.
