The European Commission has officially approved Implementing Regulation (EU) 2025/2067, which introduces a 19.5% increase in REACH registration fees for companies that are not small or medium-sized enterprises (SMEs). This amendment, published in the Official Journal of the European Union on 16 October 2025, will take effect on 5 November.
Following the last registration deadline in 2018, the European Chemicals Agency (ECHA) has experienced a significant drop in revenue from fees. This adjustment aims to address that shortfall, ensure the agency’s financial sustainability, and support the redistribution of scientific and technical tasks to other EU agencies, in line with the Chemicals Sustainability Strategy.
The fees have been updated based on the average accumulated inflation for 2021, 2022, and 2023. Below are the new amounts:
Fee reductions for SMEs remain unchanged, but a new ex-ante verification procedure (prior to application) will replace the previous ex-post model. This change aims to improve fairness and streamline processes.
This regulatory update represents a significant change for the European chemical sector. At Siam, we believe it is essential to review registration plans and coordinate with technical teams or competent authorities to ensure compliance and optimise costs.
