The European Union has taken a new step in its commitment to protecting human health and the environment by adding several substances classified as CMR (carcinogenic, mutagenic or toxic to reproduction) to Annex XVII of the REACH regulation.

European Commission Regulation (EU) 2025/1731, published on 8 August 2025, amends Regulation (EC) No 1907/2006 (REACH) and affects a set of substances that have recently been identified as hazardous in the context of CLP. From now on, their use will be restricted or prohibited in certain applications within the European market, except in very specific cases.

For manufacturers, importers and distributors in the chemical sector, this update means a detailed review of formulation processes and supply chains in order to ensure compliance as of 1 September 2025. This date coincided with the entry into force of the classification established by Delegated Regulation (EU) 2024/197 (ATP21), which allows for consistent application of both regulatory frameworks.
