The United Kingdom updates the CLP system with the publication of regulation UK SI 2026/484

The United Kingdom has published regulation UK SI 2026/484, introducing changes to the classification, labelling and packaging system for chemical substances (GB CLP), impacting notification obligations, safety data sheets and companies’ regulatory compliance.

The UK regulatory framework for chemical substances continues to evolve following its separation from the European system. In this context, the publication of regulation UK SI 2026/484 represents a revision of the GB CLP Regulation applicable in Great Britain, incorporating adjustments that directly affect manufacturers, importers and other industry stakeholders.

The new regulation UK SI 2026/484, in force since May 21, 2026, introduces a series of key changes that companies must take into account:

• Elimination of the classification and labelling notification requirement, resulting in the abolition of this obligation and the deletion of the content within the Health and Safety Executive (HSE) notification database. This reduces administrative burdens, but companies maintain the responsibility to ensure the correct classification of their mixtures.
• Creation of the new GB MCL (Great Britain Mandatory Classification and Labelling) system to streamline hazard updates without the need for formal legislative acts.
• Update of the requirements applicable to Safety Data Sheets (SDS), reinforcing their role as a key tool in hazard communication and requiring a review of their content to ensure consistency with the British framework.
• Exclusion for the time being of the four new European Union hazard classes, such as endocrine disruptors or PBT/vPvB substances, which obliges companies operating in both markets to duplicate and differentiate their compliance strategies.
• Greater differentiation between the regulatory frameworks of Great Britain, Northern Ireland, and the European Union, forcing companies operating across multiple markets to adapt their compliance strategies and strengthen process and documentation management to avoid regulatory inconsistencies.
