Updates-to-the-KKDIK-Regulation-in-Türkiye-recent-changes

Türkiye has released new guidance under the KKDIK Regulation: all substances within its scope must obtain an individual provisional registration before September 30, 2026. The official announcement introduces new submission pathways and strengthens obligations for manufacturers and importers.

The Ministry of Environment, Urbanization and Climate Change has published the announcement “Key Considerations in the Chemical Registration Process”, detailing the latest changes to the chemical registration process under KKDIK. These updates introduce new requirements that all companies must consider to ensure regulatory compliance:

  • Mandatory provisional registration (Individual Provisional Submission) for all substances within the KKDIK scope before September 30, 2026, regardless of tonnage.
  • Existing pre registrations will become invalid after this date.
  • Official inspections will begin on the same date, focusing on the verification of provisional registration numbers.
  • New manufacturing or import activities will only be allowed if the substance has a provisional or full registration number beforehand.
  • Option for individual registration, even when a Lead Registrant or joint dossier exists, for reasons such as cost-sharing, confidentiality, or technical disagreement.
  • Exemption for companies that already hold a full registration number .
  • Two year extension for full registration submissions when data acquisition is challenging.

These updates represent a significant shift in compliance strategy for companies operating with chemical substances in Türkiye. Anticipation, inventory review, and early planning of the registration pathway will be essential to ensure continuity in the Turkish market.
