A report from the ECHA Enforcement Forum reveals that one in five hazardous mixtures reviewed in Europe had not been notified to national Poison Centres, failing to comply with an essential element of the CLP Regulation for managing chemical emergencies.
The European Chemicals Agency (ECHA) has published the results of its pilot project on the implementation of Poison Centres Notification (PCN). The inspections were carried out during the first half of 2025 and covered 1,597 mixtures reviewed across 18 countries in the European Economic Area. Authorities combined on-site inspections, desktop checks and mixed methods, allowing them to assess a wide range of products, from consumer articles to mixtures intended for professional and industrial use./p>
The study confirms that 19% of the mixtures assessed had not been notified to national Poison Centres, despite the obligation laid down in Regulation (EC) Nº1272/2008 on classification, labelling and packaging of substances and mixtures (CLP). This omission can hinder the correct identification of a product in the event of accidental exposure.
Among the most notable findings, the project highlights that 15% of product labels lacked the Unique Formula Identifier (UFI), a key element for the rapid identification of a mixture in risk situations. The inspections also revealed inconsistencies between the information submitted in PCN notifications and the data displayed on product labels or safety data sheets, affecting composition details, labelling elements and other information required by the CLP Regulation.
The report also provides recommendations aimed at the European Commission, EU Member States and industry associations to improve access to PCN data, strengthen communication on UFI requirements and remind companies that the CLP transitional period ended in January 2025.
When non-compliance was detected, authorities applied various corrective measures ranging from written or verbal advice to administrative orders, fines and, in the most serious cases, criminal complaints.
